Nebraska Phase Occupational History through the Study of Various Taphochronometric Indicators

I report on an analysis of materials from several Nebraska phase sites, 25SY31 (i.e., Patterson site), 25RH69, and 25RH70 to better understand the occupation history of these sites. This study focuses on retouched flakes and the interpretation of them in terms of indices of reduction. The significance of this work lies in the production of a more nuanced understanding of structure use and abandonment within the Nebraska phase. The Nebraska phase occupation histories may allow for a better understanding of land use dynamics on the Central Plains.

Dealer Influence on Farmers' Decisions to Purchase Pesticides

The purpose of this study was to analyze the influence agricultural pesticide dealers have on farmers' decisions to purchase and use agricultural pesticides. Specific objectives of the study were to: 1. Ascertain the extent to which dealers influence farmers in their decision-making to use and purchase pesticides. 2. Examine the characteristics of the farmer and his farming operation in relation to the amount of influence the dealer had on the farmers' pesticide purchasing decisions. 3. Evaluate the reasons farmers selected their pesticide dealers. 4. Determine the factors that influenced farmers to use pesticides. PROCEDURE Data were obtained. by personal interviews using a prepared schedule of questions developed by the investigator. One hundred randomly selected farmers in the East Crop Reporting District of Nebraska, who produced corn, grain sorghum, or soybeans., w:ere interviewed during the summer of 1971. The dependent variables in this study were dealer influence, reason for dealer selection and the three Reason-For-Use Scores (Dealer, Educational, and Own Choice). The independent variables were age, education, years farmed, years farmed' on this farm, distance to agricultural trading center, distance to major dealer, land ownership, freedom of purchase, number of available dealers, number dealers purchased from, and advance purchase of pesticide. SELECTED FINDINGS AND CONCLUSIONS 1. Dealers had a low degree of influence on farmers' selection and use of pesticides. Only 5.3 percent of the farmers reported high influence exerted on them by the dealer to purchase and use a pesticide. 2. More tenant farmers were influenced by pesticide dealers in their decision to purchase and select their pesticides than part or full owner farmer operators. Full owners were influenced the least. 3. The price charged by a dealer for a pesticide was not an important factor in the farmer's selection of his pesticide dealer. 4. Farmers choose their pesticide dealer because of honest and fair dealing with the dealer in the past. 5. Farmers used pesticides because of their own choice influence reasons. The own choice influence reasons Were much more important in the farmer's decision to use pesticides than dealer or educational influence reasons. Forty percent of the farmers interviewed had a high Own Choice Reason-For-Use Score while only 11.5 percent had a high Dealer Reason-For- Use Score. Only 7.4 percent of the .interviewed farmers had a high Educational Reason-For-Use Score. 5. Farmers, who rated the dealer influence on their decision as little or no influence, identified their neighbors as the major influence on his decision to purchase and select a pesticide. 7. The single most important reason the interviewed farmers gave for using a pesticide was because they expected a possible increase in yield.

The Identification and Differentation of Selected Professional Competencies for Agricultural Educators

Purpose of the Study The primary purpose of the study was to determine whether a common core of professional competancies for agricultural educators could be identified. The study was also designed to identify and differentiate professional competencies most important for individual respondent groups. Assumption It Was assumed that all agricultural educators were proficient in the necessary technical agricultural subject matter such as, agronomy, animal science, to perform their job. Only selected professional competencies as they relate to the pedagogy for teaching were studied, Procedure A study questiormaire containing 147 professional cOl'lpetencies was developed and tested with the aid of a national jury of experts, pilot interviews, local professors, and a small group of agricultural educators, The questionnaire was mailed to a randomly selected sample of 120 instructors of secondary vocational agriculture, 53 instructors of postsecondary vocational agriculture, and 120 county extension agents in Kansas and Nebraska. The sample also included 60 college professors and heads of departments in agricultural education and agricultural extension from the United States. A total of 357 questionnaires was mailed and there were 327 usable questionnaires returned. This was a 91.6 percent return. The responses from the college professors were used as a guide when making the analysis of each frequency table for assigning each competency to a group. The null hypothesis was tested to determine if significant differences existed between the groups. A theoretical model was developed and served as the framework for the stUdy. Categories within the model were: A. Analysis of the situation, B. Planning the education program, C,. Teaching methods and techniques, D. Evaluation, E. Reevaluation of local situation and F. Prerequisite personal characteristics. Selected Findings and Conclusions 1. There were 74 professional competencies identified and assigned to the central or common core of competencies essential for all respondent groups studied. These were competencies identified from all categories within the model. 2. Instructors of secondary vocational agriculture and county extension agents were in agreement that six additional competencies were essential. Among those considered essential were included: Working with connnunity groups, recognizing ethnic groups, leadership training, and the teaching of approved practices with youth to teach adults. 3. Instructors of secondary vocational agriculture selected four competencies essential especially for their group. The major emphasis suggested was a need to work with disadvantaged and handicapped and use of parliamentary procedure. 4. Instructors of secondary and postsecondary vocational agriculture responded to 21 professional competencies as essential for both groups. Most important among these included: use of testing, grading, discipline, shop demonstrations, occupational experience programs, classroom problem solving techniques, and knowledge of employment opportunities for their students. 5. The postsecondary instructors of vocational agriculture selected only two professional competencies. They were: use of standardized tests and making photo slide sets for teaching. 6. County extension agents selected 16 professional competencies with emphasis on: analysis of the community situation, the history and organization of extension service, relationship with all departments within the university, understanding the power structure, role and function of institutions and agencies in the community, translating research to the people, use of background material for planning groups, work with large groups, conducting field days, maintaining a news and information service and delegating authority to co-workers. It was evident that many professional competencies for agricultural educators, namely instructors of secondary and postsecondary vocational agriculture and county extension agents were similar; however, some differences were also identified. Therefore, differences in emphasis may be necessary in preservice and inservice programs to meet the needs for each specific group. The similarities noted in the central core appear to be items that can be included in preparation programs for all groups and the differences noted may be a guide to provide specialized preparation for each individual group.

Ornamental Horticultural Employment Opportunities in Omaha, Nebraska

Purpose. The purpose of this study was to determine the ornamental horticultural employment opportunities in the metropolitan area of Omaha, Nebraska. The problem was defined in terms of the following objectives : (1) to identify employment opportunities by clusters of job titles or occupational areas; (2) to determine trends of occupational opportunities existing in the field of ornamental horticulture; and (3) to identify selected characteristics of employees in ornamental horticulture businesses: (a) level of education desired for future employees, and (b) ages of employees. Methods. The region of study, or universe, was designated as Omaha, Nebraska. For purposes of this study, only those firms and businesses that used an Omaha mailing address were included in the universe. The occupational family of ornamental horticulture was categorized on the. basis of the major function of the firm. The seven categories were: (1) Wholesale Florists; (2) Retail Florists; (3) Landscape Service; (4) Golf Courses; (5) Tree Service; (6) Nurseryman; and (7) Retail Vendor of Nursery Stock. Lists of firms and businesses were then compiled. Firms listed in categories 1 through 5 were taken from the yellow pages of the Omaha Telephone Directory, May 1969 edition. The firms listed in categories 6 and 7 were taken from the 1970 List of Nebraska Nurserymen, published by the Nebraska State Department of Agriculture, Bureau of Plant Industry. This list contains names of all firms and businesses that are commercially involved with producing and selling perennial plants. All lists were cross checked to avoid duplications, and a table of random numbers was used to select a 25 percent random sample from each of these 7 categories. These firms and businesses were then contacted to obtain data. The data collection instrument used combined features of questionnaires used by Blezek and Zikmund at the University of Nebraska, Meaders at Michigan State University, and Griffin at the University of Missouri. Selected firms and businesses were then contacted to obtain data. Findings. There will be an average annual increase of 58 full-time men employees and 12 full-time women employees between 1970 and 1975. The largest number of new full-time employees will be in semi-skilled occupations, with 112 new full-time men employees needed between 1970 and 1975. The number of new full-time employees needed in professional occupations will increase in the period 1970-1975 by 36 men and 44 women employees. The number of new full-time employees needed in skilled occupations will increase in the period 1970-1975 by 56 men employees. The number of new full-time employees needed in technical occupations will increase in the period 1970-1975 by 36 men and 4 women employees. The number of new full-time employees needed in sales occupations in the period 1970-1975 will increase by 20 men employees and decrease by 8 women employees. The number of new full-time employees needed in managerial occupations in the period 1970-1975 will increase by 8 men employees and 4 women employees. There will be an average annual increase of 88 parttime men employees and 56 part-time women employees. The largest number of new part-time employees will be needed in semi-skilled occupations, with 44 new part-time men employees needed between 1970 and 1975. The number of new part-time 'employees needed in professional occupations will increase in the period 1970-1975 by 16 men and 20 women employees. The number of new part-time employees needed in technical occupations will increase in the period 1970-1975 by 28 women employees. The number of new parttime employees needed in skilled occupations will increase in the period 1970-1975 by 24 men employees. The number of new part-time employees needed in sales occupations will increase in the 1970-1975 period by 4 men and 8 women employees. The number of new part-time employees needed in managerial occupations will increase in the period 1970- 1975 by 4 men employees. A total of 64 persons employed were 61 years of age or over. Because these persons will probably retire at age 65, the replacement of these employees can be considered as employment opportunities. A high majority of employers desired that employees have a high school education at almost all levels of employment. The majority of employers indicated that they would cooperate with the local high school in providing a training program to prepare students for employment in ornamental horticultural occupations.

An Inventory of Occupational Oppertunities in the Columbus Service Area

Purpose To inventory the number of persons presently employed in the various occupational areas in the Columbus, Nebraska service area and to identify the prOjected employment needs due to turnover and expansion for the next year and the following two years in the same occupations. Methods. The inventory was conducted in postal zip code area 686 surrounding Columbus, Nebraska. A 25 percent random sampling of business firms in the area netted 667 businesses to be inventoried. The state-wide computerized model for determining occupational opportunities in Nebraska was used as the data collection instrument and data were collected by questionnaire and personal interview from 92 percent of the businesses. Findings. The inventory showed J8.l percent of the people worked in agriculture; 9.8 percent in distribution; 1.9 percent in health; 1.0 percent in home economics; 7.4 percent in business occupations; 19.4 percent in trades andindustry; and 22.4 percent in other occupations. The total number of persons employed in the area was found to be 27,060. The greatest need for workers was found to be in the trades and industrial occupations area which accounted for 38.8 percent of the total needs for the next year and 35.5 percent of the needs for the following two years. Following the "other occupations" category was the business occupations area with needs of 8.5 percent in 12 months and 8.7 percent of total needs the following two years. Distribution occupations were found to be next in needs followed by agriculture, health, and home economics.

A Descriptive Analysis of Instructional Design Programs

The Relationship Between Personality Characteristics and Job Satisfaction of Secondary Marketing Education Teachers

The purpose of this study was to (1) determine the personality characteristics of secondary marketing teachers, and (2) to examine the relationship between personality characteristics and selected demographic and attitudinal variables with job satisfaction (intrinsic, extrinsic, and general) of marketing teachers. A random sample of 475 marketing teachers was drawn from the membership of the national Marketing Education Association; responses were received from 73 percent of the marketing teachers surveyed. Two instruments, the Myers-Briggs Personality Indicator and the Minnesota Satisfaction Questionnaire, were combined with attitudinal and demographic questions for use in data collection. Eight null hypotheses were proposed to investigate the research questions outlined in the study. The research findings are summarized below: 1. Three personality types, the ESTP, ESTJ, and ENTJ, were found to be much more common in the secondary marketing population than in the normative junior/senior high school teacher population. 2. The personality profile of the marketing teachers differed from the normative high school teacher population. Marketing attracted more practical, action-oriented, realistic types. 3. Although some psychological types of marketing teachers were less satisfied than others, the group satisfaction scores of marketing teachers fell in the "average satisfaction" range. 4. Introverted, intuitive, perceptive types were less satisfied with teaching than all other types. 5. Marketing teachers less satisfied with their positions were less likely to choose teaching as a career, if making the choice again; to recommend teaching to a friend; and to teach until retirement. 6. The majority of the intuitive teachers had prior experience in another career before entering teaching; half of the sensors had previously worked in another career and half entered marketing education directly. Sensing teachers also had a longer tenure in teaching than intuitive teachers.

The Political Effect of the Ku Klux Klan in North Dakota

The 1920s was a transitional decade in the political history of the United States. Progressivism did not have the influence it had had in the first couple of decades of the 20th Century but its ideas were still part of the debate. But many other elements became more prominent such as: Americanism, Urbanization, and Nativism. North Dakota is a good case study of these trends and how the Klan tried to use these trends to gain power. The Nonpartisan League, Independent Voters' Association, and Ku Klux Klan conflict in North Dakota reflected broader political conflicts happening within the country over its ideals. North Dakota was the birthplace of the NPL and had a strong progressive tradition. However the Klan was able to establish a significant presence in the state during the mid-1920s and influenced the outcome of several state elections. It did this by utilizing some existing political and social attitudes not normally associated with the Klan. However, social and political elites quickly saw the Klan as a threat and drove them out.

Throwing Precaution to the Wind: NEPA and the Deepwater Horizon Blowout

On April 20, 2010, British Petroleum's ("BP") Deepwater Horizon oil platform exploded, killing eleven workers. When the platform sank to the bottom of the Gulf of Mexico two days later, oil erupted out of the riser-a 5000-foot pipe connecting the platform to the well on the ocean floor. Efforts to stem the flow failed when a safety device, the "blowout preventer," could not be activated. Finally, after a number of attempts to stop the leak, BP capped the well on July 15. Nearly five million barrels of oil were released over the course of eighty-six days, making the Deepwater Horizon the largest offshore oil spill in world history.

This Perspective Piece uncovers some of the regulatory failures that led to the disaster, focusing on the National Environmental Policy Act of 1969 ("NEPA"), and describing how the government's failure to take NEPA seriously reveals significant flaws in the oil and gas program as a whole. We analyze the deficiencies of the NEPA process and suggest areas for reform, including restricting the use of tiering and the availability of categorical exclusions, and requiring preparation of worst-case scenarios and more thorough consideration of indirect and cumulative effects of offshore oil and gas leasing.
